Fails for .exe binaries

This works well for .dll files, but fails for .exe with the following error: Failed to load DLL. Error: The given key was not present in the dictionary. (Attached screenshot as well).

Install failed with 2011 beta installed.

When i run the installer, it fails saying it detected a newer runtime. I've got both 2011 beta and 2010. I've so far not had any other issues running both.

Can this tool inspect .NET 1.1 assemblies?

I built a Debug and Release copy of a .NET 1.1 assembly. The Debug assembly has DebuggableAttribute with (true, true). However the tool claims it is Release and Optimized.
